For e.g.
Apply tax of 10% to Indian customers, when they buy any product that belongs to clothing category.

In the above scenario you need to create some groups of
- Product Type Group for Products belongs to clothing category.
- Buyer Type Group for Buyer’s Billing Address belongs to India (country).

After configuring grouprules, just configure a taxrule and apply the grouprule on it. Now, this tax will be automatically applied when the conditions will match.
